The CIA, NSA, FBI, and other federal organizations developed advanced technologies during the cold war that were used to disrupt the activities of adversarial interests in the United States. These technologies disrupted and even killed individuals who were deemed a threat to national security.
This becomes a problem when it intersects the law (international or local) as those technologies could be used to disrupt individuals who have not committed crimes, or used to kill individuals who have not committed capital crimes and are not an immediate, deliberate, serious threat to those around them. The user of such technologies could also go unpunished as evidence left behind can be minimized.
This petition is to set up legal responsibility for any federal employee misusing said technology.
