Set up a system of background checks to establish a national voluntary school patrol force, armed with cell phones.

Set up a national system, maybe a uniform coat or two, and a background check for safety. Then allow volunteers patrol schools, armed only with cell phones. Adults willing to sound the first alarm, or put their body in harms way to stop a massacre. With volunteers and no cost to the government, even making the volunteers pay for their own background checks. I'm a disabled vet, but could still stand or put my body in front of an active shooter and willingly attempt to scare him into reconsidering or at least making him have a few less bullets for little kids.
