Set term limits for ALL congressmen (without exceptions) allowing to serve max. 2 terms in Senate & 3 terms in Congress

By allowing some members of congress to serve more than 2 terms, we have career politicians who grow in power the longer they are in Congress.
Looking at the current leadership of both parties, there is no doubt that we need a "new blood" there so that young, smart people with new ideas will create a new leadership.
Seniority system in Congress allows mediocre people hold on to power with no end in sight.
As it can be easily seen, those leaders are unable to solve any meaningful problem or be able to negotiate reasonable deals for the good of our country. Instead, it seems, their superior motive is to fight for the good of their own party, its agenda and their own power.
Some of them apparently feel they have become current aristocracy that is above the laws they pass.
