After too many terms in one elected position, the desire to remain in that position increases to the extant that the incumbent begins managing his/her decisions to enhance its happening. Being elected requires considerable financial expense. There are individuals and organizations who are eager to provide direct and indirect financial support to gain influence of decisions. There are incumbents who cannot self-finance their re-election. Setting term limits will significantly reduce the notion of "buying influence".
