Power in Congress is awarded on longevity. This means voters elect Congressman not based on their performance but on the assumption that they will become more powerful in the government the longer their Congressman stays in office.
Congress should be a continual turn over and injection of new thoughts with a more even balance of power. This reduces the ability of corruption in congress and brings America forward. It takes big $ to buy a congressman but once bought he is yours.
