Set term limits for congress and change the law so that congress cannot set its own salary and benefits.

I would like a constitutional amendment that would limit congress members to two (2) terms to encourage timely, efficient legislation and decrease partisan politics. I would also like the amendment to dictate that congress cannot set its own salary/benefits to prevent temptation and corruption.
