Congressional members should be limited to 2 terms after which point they must step down. The founding fathers of our great country intended politicians to hold their office as an honor and a public service, not a life long job.
If sitting politicians fell to uphold their legal obligations as to the will of the people determined by a populas vote then they should not be allowed to vote themselves pay raises.
A sitting congressman/woman shall not be allowed to run for re-election if they fell to deliver a balanced budget annually.
