Set term limits on the Senate and the House of Representatives

Much of the stagnation in congress is due to the monopolies held by senior Senators and Representatives over the those they influence and by whom they are influenced by. Congressional members cannot accomplish much until they have spent years climbing the ranks and this creates a climate of animosity and corruption in the congress If Senators cannot accomplish what they need to in 2 term (12 Yrs) or Representatives in 4 terms (8 Yrs), then they should step aside and let a fresh perspective attempt a solution. This would make campaigning and contributions less important especially in the last term.
