Severly limit H1b visas in non-medical disciplines. This would require businesses to reinstitute on-the-job training.

Several decades ago businesses engaged in on the job training. This allowed people to earn a salary while learning a trade or job. (The salary would be increased after the training period was over.)
Now, most companies look overseas for additional help where salary requirements are much lower.
Perhaps companies could receive a tax benefit during the training period.
