California Senate Constitutional Amendment 5 (SCA5) indicates that the California Education System should accept applicants base on their gender and race.
In the bill, it reads "(a) The State shall not discriminate against ... ...any individual or group on the basis of race, sex, color, ethnicity, or national origin in the operation of public employment, public education, or public contracting.
(b) Notwithstanding subdivision (a), this section does not prevent state institutions of higher education from implementing student recruitment and selection programs "
The State will assign California Education System a solid recruitment number based on gender and race information of the applicants. Reducing Asian applicants because they are too competitive, as well as female applicants.
