The Shepherd Act: All facilities and organizations that provide for the care and well-being of individuals shall be trained, equipped, and armed on a voluntary basis such that they may proactively provide defense for those over whom they have been entrusted with that care. This shall apply but not be limited to schools of all ages, hospitals, retirement and convalescent homes and daycare facilities. This measure of preparation, in addition to providing the practical availability of armed protectors, is intended to be public knowledge in order to serve as inhibition to those individuals of mental instability who would selectively choose to prey upon otherwise weapon free zones of care with the defenseless as an attractant as it has historically been demonstrated by school shootings.
