Shift the burden of paying for our Senators, Congressmen, and their staff to the states that elected them.

Make Senators and Congressmen state employees. The state would pay their salaries and administrative costs. In addition, housing, transportation, meals, and everything else would be paid for by their state. The states would determine their own term limits. Pensions would be determined and funded at the state level.
