Automation will continue to end jobs. We need to plan for ongoing double-digit unemployment. $1,000 per month, taken from unnecessary corporate subsidies, would provide a base from which to seek new jobs and training. A pilot program lottery with 100,000 winners would show weak and strong points, and could be improved and added to annually. A lottery avoids special interest groups and accusations of favoritism. The relatively low income avoids mooching relatives and con men. The ultimate aim would be to replace most subsidies of special interest groups, as well as a cumbersome and failing social security system, with a guaranteed lifetime income for everyone over 21. The money is already there; it needs only to be redirected, and a pilot program is easiest to manage.
