While the executive branch has a duty to enforce all laws and follow all mandates of Congress, it also has full control over the relative emphasis of enforcement of various laws.
Currently, narcotics interdiction is receiving a great deal of total law enforcement funds and attention while simultaneously, large numbers of companies flaunt labor laws and participate in a black market for humans.
The executive branch could make a very large improvement on illegal immigration, tax receipts and unemployment by thoroughly cracking down on companies that hire illegal workers, staffing agencies that place illegal workers and those that ferry illegal immigrants into the country. The additional resources necessary to execute this plan can be found in our existing budget by decreasing narcotics work.
