Shorten welfare to a limit of 24 months

Welfare is a serious problem in this country. In the year 2017, the United States is projected to spend $474,000,000,000 on welfare. There are 109,631,000 people in the United States on welfare, that's 35% of the US population. If all those people stayed on welfare for 5 years the US government would divert $2,370,000,000,000 of the federal budget to the welfare program. Also, because they get tax breaks, 35% of the US population doesn't pay taxes. If we limit welfare to 2 years then the government will only spend $948,000,000,000 on welfare. Also, if you cannot find some sort of work in 2 years then are you really looking for a job? With 3 years less spent on welfare people will be forced to find a faster route back into the productive, working, community.
