Should certain insurance deduction be a pay verses a claim due to high deductible.

I Joined AAA insurance about three years now. When I joined I was told that I can have association fee deducted for emergency. Emergency was quoted as to when I can't pay.

I would like to petition the deduction to be a payout. It don't make sense to submit a claim when the deductible is higher than the payout.

I petition that this process be handle like a mortgage insurance payout. Where it sit in an escrow and gets paid yearly.
