Should Insurance Company make profit?

Insurance company is public service, which require a large number of people to pay the insurance fee.
If insurance pursuit profits, the company feel no guilty to increase the deductible, decrease cap, increase the co-pay, more and more strict on prescreening the customers, and so on. However, for the customer, it tends to pay more and get less coverage, and finally lead the insurance a garbage.
If the government advocate everyone to get the insured, and do not inhibit the insurance company make profits, it leads to the insurance company make more profits, and the customer cannot get significant increase in benefit even everyone buy the insurance.
So, due to the insurance company highly related to the social welfare, insurance company should be a non-profitable organization.
