There is no reason for a government shutdown except for the stubborn resolve of both parties. There are no consequences to anyone in those positions of power when they do not do their jobs.
1, cut off pay to all congressional members and their staff until such time as the budget is solved and the government is back up and running
2. Fine each congressperson a months pay per day till the government is back up and running.
3. Sequester the house and the senate as you would a Jury for 2 weeks in two separate prisons and have them work 16 hour days with no time off except to eat and sleep until such time as they can come to a compromise. all other congressional rules apply during this time.
4 If no Compromise can be met then they are fired with no pension and new elections commence.
