Shut Down the NSA

Recently, it was revealed that the National Security Agency has been exploiting a software bug known as Heartbleed in order to collect information on Americans without due process. This bug also allowed criminals and foreign governments to access the same information as the NSA. By choosing not to alert the general public to this bug, large amounts of personal information were compromised. Instead of doing its job and alerting Americans to the bug, the NSA exploited it to violate our civil liberties. Combine this with the revelations about other NSA spying, and it seems that the agency is broken beyond repair at the most critical layer. If the agency tasked with defending national security is using flaws in that security to spy on people, why is it still around?
