Shut down or Reform the UNCONSTITUTIONAL TEXAS driver surcharge program and review spending generated by the program .

I am a single texas driver representing thousands of other texas drivers , suffering from the unconstitutional burden of the well known driver surcharge program. The program was never communicated to the people correctly, you didnt find out about it until you were charged. Thousands of drivers have lost their jobs,homes,and basic right to drive as a result, of this program. I personally have paid thousands of dollars in regular municipal tickets,and impound fees, that of which was my own fault, an attempt to pay for my crimes, any further punishment for the same offense is ridiculous and unconstitutional. The program is supposed to generate extra money for local hospitals and to improve roads already being paid for by the PEOPLE through tax dollars. I and many others share the same burden.
