Radio Marti was established in 1983 with the exclusive purpose to broadcast propaganda to Cuba. Its mission, in its own words, is to "promote freedom and democracy by providing the people of Cuba with objective news and information." Radio y Television Marti has been found to be widely ineffective, as its signal is jammed by the Cuban government. Radio Havana was established with similar purposes to Radio Marti.
In order to establish good diplomatic relations with Cuba, it is critical that both of these programs are shut down.
