shut down the utilities to all Congressional buildings for the duration of any government shut down.

Several of the utilities enjoyed by members of Congress and their staff are maintained by the local DC or federal government employees subject to furloughs in a shut down. Our forefathers in the 18th Century all served without the benefit of major modern utility services. Since such services are not "essential" in the case of a government shut down instigated by Congress, the executive branch should deem such employee jobs as non-essential, and shut down any of the following utilities to Congress and any supporting buildings: garbage collection, sewer, power, water, interior cleaning and trash services, and any other personal services or support within Congress (i.e. cafeteria, barbershop, etc.).
