Since almost every road in America has sides for expansion. And we already have large tractors mowing the grass. So why not switch from a “muncher” to a “hay baler” Then distribute the hay bale to a refinery to convert it to cellulosic ethanol then to biodiesel or gasoline fuel. The fuel then could be redistributed to the tractors that baled the hay in the first place. In essence semi full cycle in fuel cost, if you cut out maintenance and drought.
With this said, why not create a grant for each state to participate in a “baler and delivery system program.” The delivery system could merely be prison inmates picking up the bales onto a flat bed truck; then the flat bed truck delivering the bales to a local train station. At this point they would need to be freighted to a bio-refinery.
