Businesses will respond to consumer demand, however if you continue to make it cheaper for them to exploit this planet, many lives will be lost. A carbon tax will force businesses who are doing the most polluting to change how they use energy. It will force them to invest in alternatives to fossil fuels. By doing a swap and decreasing payroll taxes, you are lessening the burden put on businesses who take this seriously and esentially holding those who don't accountable.
