Sign a new doctrine similar to the Monroe Doctrine that states basically that The United States will stay neutral in all affairs in foreign countries and have all countries sign and understand the doctrine so no miss understandings can occur if something does happen. This could possibly save many soldiers lives, it could save money on the economy, and it could better relationships with countries that do not want United States presence in their country. If provoked* the United States could then respond with military action in other countries. Provoked meaning "direct, credible threats." If attacked the US could immediately respond with military intervention, but as soon as "the job is done" bring all military back home. The quicker you get in and out the cheaper cost.
