In as, Congress controlls the Military during Peacetime.
In as, the President, Congress, and the Senate, write and sign into law, Laws which must conform too the US Constitution, and directly affect, American Citizens Rights, Freedoms and Privalidges, and who have much more influence and can do even more harm than any military member.
