Dog owners can benefit from such federal regulation because it would establish consistency. It would prohibit local authorities from arbitrarily imposing requirements. For example, some TX localities demand proof of insurance that lists the dog on the policy by name but this requirement does not exist in TX laws. Snohomish County WA has regularly directed dog owners to buy their insurance only from a FL insurance agency that was not licensed in WA & has regularly refused to release a dog from custody until the dog owner produced the full insurance policy. Yet, neither WA state laws nor Snohomish County ordinances impose such requirements. Jacksonville FL rejected a dog owner's insurance policy because the agent's license had been suspended despite the fact that the policy was still valid.
