Many countries have already enacted protections for Cetaceans. It is time the United States start recognizing other creatures on this planet as sentient beings, with all of the unalienable rights afforded to our United States citizens. We the People make the following recommendations for carrying out this order:
-All Cetaceans whose family structure is known are to be reunited
-All Cetaceans deemed able will be reunited with their families, rehabilitated, and returned to the wild
-All Cetaceans unable to be rehabilitated will be transferred to open ocean pens
-No Cetaceans currently in captivity in the US are to be sold or transferred outside of the US
-No military training exercises will be approved without an assessment of the impact on every Cetacean species possibly affected
