Sign an Executive Order that freezes the pay of all members of Congress and the President if a budget is not passed.

When the President and Congress fail to pass a budget they should be subject to having their pay halted until a budget is passed. It is not the fault of military members that Congress and the President has failed to work together therefore, it should be the President and Congress who should suffer from their failures, not the military.
