There is no reason why a Congressperson, or Senator, should not be making haste to have a bill presented for a vote, that is important to their constituants.
Here's the basic breakdown, since by the second year in congress, and the third year in the Senate, you are already campaigning for the next election:
Every campaign promise should be required to be documented by federal law by no later than the night before the election has taken place.
If those promises are not brought to the floor, in a way that is capable of being put out for a vote, within the timeframe of:
6 months-the elected official should be unable to collect any pension, regardless of re-election.
12 months-then the elected official or administrators should be unable to run past the next election cycle.
