Sign into Law that all recipients of Public Tax Dollars pass a Drug and Alcohol Test.

In the wake of States requiring Drug Test for welfare recipients It makes sense to require all Tax Dollar Recipients to pass not only an annual drug test but Alcohol test before any session of Congress.
