Sign into law a bill stating no approved budget, no government spending.

I want a bill signed into the law, which simply states: If no budget is approved and signed into law by 30 Oct of each year, the government is not authorized to spend any money except in well-defined emergencies. No exceptions or waivers are authorized. NO paychecks for the President, the President’s staff and political appointees, Congress, the Supreme Court, Military Members, or civilian contractors. Once a budget is finally approved, NO back pay for the President, his staff, his political appointees, or the Congress. All others to receive appropriate back pay.
