Sign legislation limiting the purchase of lottery tickets to people who purchase health insurance without subsidization.

The lottery has long been described as a voluntary tax paid by the poor. The rich of this country have now been required to subsidize the health insurance premiums of the poor. In order to help the poor be better able to pay for their own health insurance, I believe it would be prudent to limit the purchase of lottery tickets to only those individuals who purchase their own health insurance without the benefit of government subsidies. This would lift the tax burden paid by the poor and enable the poor to lift themselves out of poverty. This would also allow the subsidies paid by the rich to go to individuals who are truly in need and rather than to those individuals who are simply unable or unwilling to make good financial decisions.
