Sign a trade deal with countries where poaching is a problem giving US jurisdiction to use drones against poachers.

I would like to petition the president to create a trade deal with various countries where poaching of endangered species is a problem that gives those nations favorable access to foreign capital as well as US markets, and in return they give the United States government jurisdiction to go after poachers, who are often heavily armed, and outnumber those trying to prevent poaching, with drones. It could simultaneously help reverse the economic conditions that lead people to poach, while at the same time getting rid of poachers.
