There is a growing investment deficit in waterway infrastructure due to political issues concerned with deficit reduction over critical infrastructure. These policy failures are putting the nations entire economic competitiveness at risk, with a decrease of more than 5% occurring in 2013, there are not enough funds to repair the nearly half of US locks which are currently obsolete. Gridlock cost nearly $200 billion in wasted time and fuel due to bottlenecks that can be avoided by investing in inland waterway transportation. Inland waterways and ports are key to economic efficiency, safety, congestion relief, and reducing pollution. Inland waterway and port modernization is also key to ensuring the full utilization of Post Panamax vessels with the expansion of the panama canal in 2014.
