If foreigners insist on illegally entering the United States, let them stay - on the north slope of Alaska. An area called Point Hope sounds about right. Establish a self-supporting community that is scalable in size and then simply ship all the interlopers there. Eschew governmental support, make them earn their room and board, and definitely do not let them vote. This might remove the attraction.
