The Electoral College is a winner-take-all situation in the vast majority of states. This effectively disenfranchises conservatives living and voting in 'blue' states as well as liberals living and voting in 'red' states. This disenfranchisement could, indeed, be part of the reason a lot of people just do not bother to vote. Under the current system, their votes truly do no matter. For example, Donald Trump won only 50% of the vote in Arizona, but received 100% of the Electoral College votes - disenfranchising the 50% who did NOT vote for him. This petition proposes the Electoral College be fluid and award Electors' votes proportional to the popular vote.
