Short falls are everywhere! Traditionally one of the ways to ameliorate capital improvements and other large debt is through issuing bonds.

Normal people don't get how to buy them, though. So lots of stuff goes unfunded and folks get frustrated with crumbling infrastructure. We obviously don't want to fund *everything* in the government by popularity, since that's a slippery slope, and the olde extra money checkbox is there on the tax forms, but this needs to be reexamined.

The executive can't solve Congress' problems, however

if we make crowdfunding projects easy by bringing the interface into the 21st Century, we all profit.
