It is wholly abhorrent to expect a populace to reasonably comprehend the laws and statutes to which they are beholden to comply when those laws and statutes are written in difficult to decipher "legalese" which requires a law degree to both craft and interpret.
It must therefore be considered reasonable to reduce the comprehension barrier to that of the average high school understanding for the given jurisdiction.
Put more simply, while "ignorance" of the law is no excuse for breaking it, the ability to understand the law and how it applies to one as an individual acts as an artificial barrier, promoting ignorance and preventing larger scale public oversight of legislative agenda and requirements.
