Simply begin by removing the current retirement guarantee for ALL elected or appointed officials in all three branches of our Federal Government. Instead, they will choose how much to invest in the different available retirement plans as all employed Americans do. Then remove the healthcare guarantee also. Have them choose from several available plans that will end once they are done serving. Of course they can COBRA the coverage should they choose. This will led to the complete overhaul and effective repair of the Medicare and Social Security system. Sadly, until you have to take part in the system, you have no need to reform it.
