Something is wrong when we need a license to fish, but can abandon spouses and worse children without sanction. The father of the shooter is responsible for these deaths. He should be jailed as example. Then irresponsible parents far and wide would reconsider leaving their offsprings lack of development to affect droves of innocent bystanders.
