Sleeve rolling of the ACU's just above the elbow permitted in 60° F + at the soldiers discretion, regardless of tattoos.

Soldiers at every level should be able to roll his or her sleeves while wearing the ACU or a uniform that may take its place in weather of 60° F or higher. It should be up to the soldier, and tattoos should not matter.
