Slow down the purchase of American real property by foreign nationals

My petition requires limits on foreign nationals investing in real properties.
Many of the homes and apartments in my city have been bought up by foreigners, who bump up rents and prices and seem reluctant to keep them up to standard. Other countries only let foreigners lease properties, not buy them, so the countries have more control over absentee landlords.
I propose all investment properties be sold on a lease bases only-up to ninety-nine years to non- U.S. citizenship holders.
