Act requires that all companies that sell in the USA pay a 7% refund fee into the USA Social Security and Medicare system based upon their total payroll to their overseas employees.
For years US companies have been outsourcing work overseas because the labor costs were less. This act would require these companies that outsourced US Jobs to avoid paying a living wage to Americans, to pay into the US Social Security and Medicare systems a 7% refund fee or premium based upon the total payroll of their overseas employment.
This would help keep Social Security and Medicare solvent and encourage companies to bring back American jobs sent overseas.
