We the people of the United States petition the White House and it's administration to pay back funds taken from social security by previous administrations. To order an independent private company study for social security reform based on the Galveston County, Texas model that was offered to county workers in 1980 and implemented in 1981. Study should have plausibility of offering such program to all Americans as focus. At the same time, enacting laws restricting the use of revenues collected for a specific purpose to be used/molested for any other purpose without a vote of the general population. The initial Social Security Act permitted municipal governments to opt out of the system. A loophole that Congress closed in 1983.
