Solar Panels required for New Homes

I petition that a law be passed that requires all new homes built in U.S. to have an alternate source of power installed such as solar panels and that all new homes and remodels/restorations (whether partial or complete) of old homes be built with materials that are ecologically friendly (meaning that a minimum percentage of the materials used to build or remodel homes are from recycled products and that the materials used make the home more energy efficient as in an increase of the minimum standard of energy efficient insulation and energy efficient windows used),
