Solicit a Habitat for Humanity proposal for building energy efficient homes in disaster relief areas.

Many families in disaster designated areas have lost everything of their former lives. Habitat has an excellent track record of providing energy efficient housing at a low cost. Utilizing the National Institute of Science and Technology's personnel to manage a grant modeled on Habitat's current procedures of building and financing houses, provide small energy efficient solar housing from prefabricated concrete sections. These welded together with an interior Trombe wall, ceiling skylights with simple automatic shutters, and floor solar thermal heating would also provide a solid structure for areas possibly prone to future tornadoes and hurricanes. These demonstration homes could also provide new work for welders and concrete technicians.The whole program could stimulate innovation.
