A solid budget plan because any military action

Before our government starts to spend money on yet another military action, we want a full budget that clearly shows how it will be paid for and which will not result in one more penny of debt. Why is it that when we consider health care programs, educational improvements, or infrastructure plans everyone gets out their calculators with the purpose of covering the costs of such proposals before any action is taken? But, when a military action is on the table that literally costs billions and that will tether the American people for generations of future debt, all of the calculators disappear. Why? We want a fiscal plan that ensures no new debt before any future military action in Syria and anywhere else. And if such a guarantee is not possible, then we can't go. Period.
