In the Constitution, there is a line in Article I, Section 8 that reads as follows:
"To borrow Money on the credit of the United States."
This line gives Congress the ability to borrow money. However, Congress has not been able to pay back the money it already owes.
If this is stricken out by an amendment, there would be no need for debt ceiling or "fiscal cliff" negotiations. The removal of this line will remove Congress's ability to borrow money. Immediately following the ratification of this amendment, a second amendment must be ratified,making a national deficit unconstitutional.
