It is impossible to describe "marriage' - either the act of getting married, or the family thus created, without using a synonym of "Assemble". Whenever adults in voluntary association, agree by mutual consent to ASSEMBLE a family with each other, we call that "marriage" - and every marriage is an exercise of the First Amendment Right to Assemble.
It is a Federal IMPERATIVE to enforce the guarantees of the 1st Amdt - this is not subject to Administrative discretion.
Every State that prohibits marriage licenses to adults based on the gender, sexual orientation, or number of persons applying, violates their rights under the First Amendment.
The Obama Admin MUST SUE those States, immediately, to secure these rights equally for all. Failure to do so is to be complicit in the violation.
